I sadly must agree with you. Nowadays, the only reason for their existance in the media is to be ridiculed as bad villains. They lack the passion and reason for their actions, which makes them funny but ever so bland. I can't comment too much on OC mad scientists, though, I don't seem to come across them too much. Most of the ones I do see are suffering from the same problem as described above. I do see some good ones floating around here and there, which makes me love the type of characters all that more.
